Jan 17: Although the government has been pushing hard to get security equipment tested in the country itself, ISPAI has said that some of the proposed regulations and policies in the draft NTP may in fact serve to impede this goal. One such stipulation in the draft policy is 'the mandatory certification/security testing in India'.
8According to ISPAI, once the testing of equipments becomes mandatory it could lead to delays in equipment import and/or the loss of intellectual property (IP) contained in information submitted in support of the certification process.
8ISPAI and its members have assured the government of full support in achieving the long term goals of ensuring security and fostering innovation in a way that will not distort and hamper the business of ISPs.
8The association, in this regard also asked the government to recognize the internationally acclaimed and relevant security criterion for certification of telecom products especially where networks are set up by global service providers in India.
8Shoring up its case, the association further stated that global service providers have well equipped test labs set up outside India that cater to global testing and certification requirements. These test labs not only house world class infrastructure but also a talented pool of resources for the requisite testing.
8Therefore, ISPAI has urged DoT to adopt a policy of 'differential regulation' for global suppliers vis-à-vis domestic suppliers, while mandating such testing requirements under the broad framework of NTP -2011.
